at NARC

We are living in a period of major structural change. The global scenario of
knowledge based economy has posed a serious challenge to the developing world.
The demand to upgrade one's knowledge and professional skills in the
knowledge-based economy has become increasingly important. Even in developed
world the human capital is now estimated to be at least three times more
important than physical capital. It is believed that without improved human
capital, countries will inevitably fall behind and experience intellectual and
economic marginalization and isolation. The result will be continuing poverty.
No country has a choice on whether or not to develop human resource. Human
resource is the life blood of any country. Shortage of trained manpower is a
major constraint in improving agricultural productivity in the country because
it pervades the whole spectrum of activities aimed at increasing food, feed and
fiber production. Pakistan Agricultural Research Council has always remained
conscious of that and the establishment of Training Institute at National
Agricultural Research Centre in 1983 was one of the efforts to cater the
training needs of all stake holders of National Agricultural Research System in
general and agricultural scientists in particular.
Based on the needs of clientele groups, training institute tailor coursed in various disciplines of agricultural research. Such courses provide on the job training by sharing the latest information available with fellow scientists both at federal and provincial level. Besides catering national needs, trainings are also organized to meet the requirements of other friendly countries especially in Asia and Africa. Experience has proved that such a mutual cooperation amongst developing countries is tremendously helpful in solving the problems of similar nature in their respective countries.
OBJECTIVES:
To plan and conduct the training programmes, responsive to the national needs in various specializations of agricultural sciences.
To provide opportunities in acquiring knowledge and skills in improved agricultural production technologies, management as well as communication and information technology.
To develop expertise in problem identification and developing alternate strategies to solve problems of food, feed and fiber production, processing and marketing.
To strengthen the linkages between farmers, extensionists and research workers by providing platform and an environment enabling dialogue and discussion to accelerate the transfer of technology and exchange of knowledge for increased productivity.

Farm managers, social welfare officers and staff of NGOs working in the rural areas

Working women and house wives

TRAINING METHODOLOGY:
These courses are being organized for improving the skills and increasing the technical knowledge of agricultural scientists, technicians and farmers. Training Institute has access to a Multi-Crop Institute, Farm Machinery, Library and Documentation Center, which provide an excellent learning environment . Experienced teachers and eminent scientists from universities and provincial research institutions serve as resource persons in the training programmes.
Different teaching techniques are used at the Training Institute. The participants have an opportunity to lead and participate in group discussions, seminars and moderate panels. Materials provided to the trainees include training manuals, practical work books and lecture notes.
The objectives of the training courses are achieved through proper use of the following means:
- theoretical lectures;
- hands on "skills learning";
- practical problem-solving exercises;
- group discussion;
- syndicate exercises;
- games, simulations, brain storming sessions;
- special project/assignments.
BOARDING AND LODGING FACILITIES:
Hostel
NARC, Training institute has established a well furnished hostel with experienced and courteous staff available 24 hours for services to our distinguished guests. Rooms with double as well as single occupancy with attached baths are available. The family suites furnished with all facilities including a kitchenette are also available. NARC
Hostel has also VIP rooms fitted with AC’s. The charges of the hostel accommodation are given below category wise. These charges are cheaper than any other lodging facility available at Rawalpindi/Islamabad. The lodging facility is available for Govt. Officers, Staff of NGOs, Working Women, Students and General Public. In campus, location of the hostel building provides very charming environment surrounded by soothing green areas.

Procedure:
Director (TI) is authorized to allow accommodation from Sr. No. 1-5.
(excluding Sr. No.3) for all categories of accommodation on per day basis.
Director (TI) is authorized to allow accommodation to Sr. No. 2 &
PARC/NARC
employees on their transfer/posting or fresh joining in PARC/NARC on monthly basis (90 days).
DG, NARC is authorized to allow accommodation to Sr. No. 1 - 5 for all
categories of accommodation on per day as well as on monthly basis (90 days).
Extension beyond 90 days for all categories, on case to case basis, will be within the purview of the Chairman, PARC.
Code of Conduct
All Guests are requested to observe the following code of conduct at NARC,
hostel.
Payment of hostel dues for intending period of stay shall be made at the time of occupying the room. Make sure that your entry in the register has been made by hostel staff. A proper receipt must be obtained from the authorized staff member of hostel.
A list of articles / accessories present in room be prepared and taken over by the guests.
At the time of check out these articles must be returned and proper receipt must be taken from hostel staff.
Please do not keep your precious items Gold & Cash in the room. Bags must always be kept under lock and key.
Smoking as well as use of alcoholic beverages in the room and corridor is prohibited.
While leaving the room, please switch off all electrical appliances.
Any suspected person must be reported to the hostel attendant.
Guests are not allowed to stay with the occupant no guests after 11.00 pm.
Respect privacy of your neighbor and avoid use of audio/visuals.
Laundry facility is available near the hostel on payment. Ask attendant to make arrangement in this regard.
Do not engage the telephone of the hostel reception unnecessarily.
Do not clean your shoes with curtains/ Bed sheets.
All the items of hostel shall be handed over to hostel attendant before check out.
Please check your baggage/ items at the time of check out.
Cooking and serving of foods is not allowed in the rooms.
Any damage of hostel property will be charged accordingly.
Check out time is 12 hrs.
Note: On breach of any clause, room shall be vacated.
Cafeteria
Cafeteria attached with
the hostel has a well furnished air conditioned dinning hall with the capacity
of about 150 persons. The management of cafeteria is well experienced and has
been catering for the national and international level participants at different
events held at NARC. Guests staying at NARC hostel can have their breakfast, lunch, dinner and other catering services according to their choice.
RECENT ACTIVITIES (2007)
Regular process of in-service training enhances the working capacity of human mind which ultimately broaden the horizon of creative thinking and prevent professional stagnation and saturation. Training opportunities sharpens the competency to make best use of scientific and technological innovations and extend the problem solving skills to cope with ever-expanding field complexities. Based on training need assessment, following trainings were organized during 1st quarter of 2007.

National
Internship Program (NIP)
The Government of Pakistan has recently launched National Internship Program
(NIP) to harness the energy and motivation of educated youth as paid interns for
improved performance of public sector. Specific objectives of the program are as
under:
Providing financial relief to young degree holders;
Improving public sector performance by providing young, fresh and young motivated human resource; and
Enhancing capacity and employability of fresh graduates for their better professional future.
Fifty four internees have been placed with PARC/NARC under this program. The interns have been attached with different research programs for at PARC/NARC for on-job internship training.
