Governance Structure
PARC is a body corporate having perpetual succession and a common seal with powers, subject to the provisions of the PARC Ordinance 1981, under the control of Ministry of National Food Security and Research, Govt. of Pakistan. PARC’s Governance Structure is as under:
Board of Governors (BoG)
BoG is responsible for the overall control, direction and superintendence of the affairs of the Council. The Federal Minister for National Food Security and Research, Govt. of Pakistan is the President of BoG.

Inter Provincial Agriculture Research Coordination Committee (IPARCC)
IPARCC is an advisory body of the council responsible for inter-provincial coordination between the federal and provincial agricultural research system of Pakistan.
Terms of Reference (TOR)
- To review the annual research programme of National Agricultural Research System (NABS) vis-a-vis the national research priorities for agriculture sector development.
- To identify gaps in and priority issues for National Agricultural Research System (MARS) research agenda and suggest PARC (the apex body of NARS) and provincial agricultural research institutes to take necessary actions.
- To monitor that regional research needs are adequately addressed in the research agenda of major agricultural research establishments, both provincial and national.
- To facilitate effective coordination within and between the federal and provincial systems as well as between the federal/provincial agricultural research establishments.
- To minimize duplication/overlap of research activities in the NARS and ensure greater complementarity and synergy.
- To discuss issues relating to transfer of technologies to the stakeholders and end users and advice measures to enhance its effectiveness.

Executive Committee (EC)
The Executive Committee is the Principal administrative body of the Council responsible for executing all policies and discharging all functions of the Council under the PARC Ordinance- 1981. The EC consists of the Chairman and the five whole-time Members of the Board. The EC is responsible for:
“The Executive Committee, in addition to its functions under the Ordinance shall exercise control over the research activities of the council and with the concurrence of the Chairman, approve, expand, diminish, redirect or re-allocate the research projects of the Council”.
Chairman
The Chairman is the Chief Executive of the Council. The President/Prime Minister of Pakistan may appoint an eminent scientist connected with agriculture as Chairman of the Council.
Powers of the Chairman
(1) The Chairman shall exercise all powers and responsibilities vested in him under the Agricultural ProduceCessAct, 1940 (XXVII of 1940), the Coconut Committee Act, 1944 (X of 1944), and the Oilseeds Committee Act, 1946 (IX of 1946), hereinafter referred to as the Acts and the rules and orders made there under.
(2) In particular and without prejudice to the generality of the foregoing powers, the Chairman shall have the power—
(a) to sanction expenditure and create posts, within the approved budget, and to re-appropriate funds within the same major Head of Account, subject to the conditions prescribed under Sl. No. 184 of Annex-II to the Finance Division's O. M. No. F. I (5) R. 12/80, dated the 11th March. 1981:
(b) to appoint and promote officers up-to Basic Scale of Pay B-19 on the recommendations of the Selection Board or Selection Committee to be constituted by the Competent Authority:
Provided that no reference to the Selection Board or Selection committee shall be necessary for employing persons on deputation from the Government, local bodies or autonomous institutions or re-employment of the retired Government servants.
(c) to engage on contract experts and consultants for a period not exceeding two years
(d) to direct any employee of the Council to take up such assignment as he may consider necessary
(e) to re-designate or reorganize the set up of the Council and to lay down the duties and responsibilities, including administrative and financial powers, of the officers and employees of the Council
(f) to enter into and execute contracts, secure and accept grants, donations, endowments, contributions, fees, loans or aid assistance on mutually agreed terms and conditions not contrary to, or inconsistent with, the functions of the Council or with the policy of the Federal Government; and, no contract or agreement shall be binding on the Council unless it is executed by him or any other person authorized by him in this behalf.
The Chairman may, from time to time, for the purpose of ensuring efficient functioning of the Council and facilitating its day to day functions, delegate to members, officers and employees of the Council such of his functions, powers or duties as may be considered necessary by him.
