One Day Training Programme on Current Financial Issues to Scientists

Islamabad (December 08)………………One day training programme on current financial issues to scientists has been conducted by the Directorate of Short Courses, NARC in collaboration with Finance & Planning Division, PARC and Department of Procurement, NARC on 7th December, 2016 at Auditorium NARC auditorium. 

The proramme started with the recitation from the Holy Quran. Dr. Nadeem Amjad, Chairman, PARC and Ms. Rubina Safir, Member (Finance) chaired as chief guests of the occasion. All Senior Directors/Directors and PL/PI’s of the projects were invited. The objectives to conduct this activity were to address the problems and hurdles to scientists regarding finance, procurement and PC-I preparations of the projects and tried to minimize the gap which is created between scientists and supportive administration i.e finance, procurement etc due to non-completion of project cases.

The Director (Finance) PARC, presented a detailed presentation before the house regarding Assignment Accounts, Advances, Reimbursement, and Split Payments. He elaborated the problems that being faced by Finance Division to obtain funds from Ministry and AGPR. Ms. Rubina Safir, Member (Finance) addressed all the queries raised by scientists; and responded them logically and promised to resolve them in due course of time for smooth implementation of project activities.

The PSO (Planning) PARC also briefed on PC-I preparation process. He elaborated all the aspects and elements that must be considered at the time of  projects planning.

The Director (Procurement) also addressed various issues regarding procurement process. He explained the procurement rules & regulations, their implementations and limitations.

Dr. Nadeem Amjad, Chairman, PARC instructed finance division and other administrative departments to resolve the issues which are being faced by the scientists.

Ms. Rubina Safir, Member (Finance) PARC said that was a not a training. In fact this is a mutual interaction of scientists and administration to resolve the issues. This type of activity may be continued in future.

The  Director (Short Courses), NARC paid vote of thanks to all the participants on the occasion.
