Are development programs reaching those most in need? The World's Most Deprived: Characteristics and Causes of Extreme Poverty and Hunger, a new study released at the conference, asks who the poorest are and identifies policies to help the poorest move out of poverty.

Opening Ceremony
UN Secretary General Ban Ki-Moon's message to the
conference, read on his behalf by Khalid Malik, declared "our global
scorecard is mixed. The proportion of people living on less than a dollar a
day has fallen, and we remain on track to meet the MDG target of halving
extreme poverty. But progress has been uneven, and some regions --
particularly sub-Saharan Africa -- are not on track to redeem even a single
one of our grand promises."
