Training Course on "Commercial Plant
Tissue Culture and Biotechnology"
A training course on "Commercial Plant Tissue
Culture and Biotechnology" will commence on 1st March 2010 and will
complete on 4th March 2010. The institute of Agricultural Biotechnology
and Genetic Resources (IABGR) of the National Agricultural Research Center
(NARC), Islamabad, have organized it. Dr. Zafar Altaf, Chairman, PARC will
inaugurate the course at 9:00 a.m in the PGR conference room. Participants
will be given hands-on-training on commercial aspects of plant tissue
culture and aligned biotechnologies. Certificate will be awarded to the
participants at the end of the course on 4th March, 2010.

Publishing
of Monthly “Technology Reporter”
The Institute of Training, NARC has decided to
highlight research achievements/outputs of the scientists of NARC/PARC and
its Outstation Research Institutes through publishing monthly
“Technology Reporter” in English which would be topic wise. This would
contain complete scientific reports/articles of the scientists/researchers
related to their research fields/disciplines. Research done at national
and international level will also be included in the Reporter for
awareness. The magazine will be published by 20th of every month for
timely distribution to the end users.
You are, therefore, requested to kindly send
reports/articles/research achievements with the name of author and
Institute/ Program. This information must reach to the undersigned by 5th
of every month through hard and soft copies. The email address of the

Institute of Training will publish special editions as and when required.

GOOD NEWS FOR TEA GROWERS
It is a good news for the tea growers in
Pakistan that purchase price/rates of fresh harvest of tea is increased
from Rs.15 to Rs. 30/-Per KG. It has been approved by the Steering
Committee in its meeting of (TP & DC Project of MinfA) held at MINFAL,
Islamabad on 31-12-2009. The meeting was chaired by Secretary Ministry of
Food & Agriculture. Now the tea growers have the opportunity to increase
the acreage and tea crop area to generate more income

STRICT ADHERENCE TO TIME SCHEDULE FOR WRITING/COUNTERSIGNING OF
PERFORMANCE
EVALUATION REPORTS (PERs)
It
has been generally observed that time schedule for completion of PERs at the
close of each calendar year is not adhered to strictly. This not only disturbs
the proper maintenance of PERs but also cause inordinate delay in
processing/finalizing the cases for promotion, training, discipline, deputation
and to determine the admissibility of SRA & ASRA etc.
2.
It is re-emphasized that PERs duly completed in all respects should be reached,
in respect of officers, to the Directorate of Estt (ACR Section) PARC and
to the extent of officials to concerned establishments according to the following schedule and
procedure:

B.
Procedure/Guidelines
-
After
initiation of their PERs, the officer under report should immediately fill
up the detachable Certificate mentioning name
of the reporting/countersigning officer and send it to Incharge of ACR
Section, PARC. This exercise will ensure proper follow up of the pending
reports.
-
The
guidelines printed on last page of PER form should be followed rigidly /
strictly.
-
The
reporting/countersigning officer may ensure the consistency in marks and
rating, initial in appropriate boxes of the reports on assessment of
personal traits, overall assessment, fitness for promotion and retention
beyond 25 years of service, affix rubber stamp (by name) below their
signature and date on which the report is signed.
-
The
remarks should be written in legible handwriting.
-
Where
there an officer is rated as "Outstanding" under exceptional
circumstances due justifications may be recorded in the relevant part of
report meant for comments.
-
The
period of PER of two calendar years may not be combined to formed single
report for purpose of report writing.
-
The
report should be initiated and countersigned by relevant
Reporting/Countersign Officers. In case of deviation, report will not find
place in CR dossier of officer concerned.
-
Reports
delivered at ACR Section without covering letter will not be entertained.
-
Where
there are more than one Reporting Officers during a year, part reports may
be initiated for each spell of minimum three months or more as the case may
be.
-
Members,
DGs, Directors, Heads of Stations/Offices etc will be responsible for
ensuring completion of the PERs of the officers/officials under their
respective sphere of control within time schedule.

Proformas]. Acquiring of PER forms is the responsibility
of the reportee himself/herself. A single copy PER form may be filled. Only
standard A4 paper size be used.
ii)
The system of ACR for officials will remain unchanged. However, the reporting
and countersigning officers are requested to observe aforesaid time frame
strictly.
