PARC
requires the services of a financial and management consulting
firm to implement the recommendations of a study titled
“Restructuring of PARC: Organization & Management”
financed under the TA Loan (TA#1879-PK) under ASPL-II.

1.
Implementation of the
Financial Management Manual and on the job training of staff ( 6
person-months);
2.
Implementation of the
Procurement Manual and staff training ( 2 person months );
3.
Implementation of
Special Pay Scales including preparation of Separation Package and
Performance Based Management System (3 person months);
4.
Developing/Up-dating
PARC Staff Training and Development Policy for up-gradation of
skills and career progression ( 2 person-months);
5.
Revision of Medical
and Transport Policy (2 person-months).

The
prospective firms are required to submit their technical and
financial proposals separately under two envelope system. Only the
firms with in-house expertise and experience in financial and
human resource management systems, training in accounting,
budgeting and audit in the corporate/public sector will be short
listed. Similarly, experience in Human Resources Management and
formulation of policies for employees of large Public Sector
Establishments with respect to financial and management policies
is necessary.
The
scope of the services and request for proposal (RFP) for the
assignment can be obtained from Member (Finance), PARC upon
written request or downloaded from PARC website.
